The African American Connection...

Well, so far I've only written about the Irish connection, because writing about the Jews might invite the invective anti-Semite accusations, but eventually I will discuss the Jews, Mossad, etc. In fact there's a suspected Mossad officer running a Japanese sake bar in my neighborhood, for example.

Today's post however, deals with a group that has gone from basically a zero presence in Kyoto ten years ago to a presence that has come to my attention over the past couple of years, and which has seen a dramatic increase of "sightings" as it were, of African Americans in my immediate vicinity in the past 2-3 weeks. In fact, it's time that I break out the mobile phone camera and started photographing some of these agents provocateurs, etc.

This change has occurred under the Obama administration, and it won't be lost on many of you that he is an African America. In fact, so is his wife, Michelle, who visited Kyoto not long ago, attempting to tout Kyoto's culture, while apparently serving as a PR conduit for her president husband to use the power of his office to introduce a number of African Americans into this city, for whatever reasons, but undoubtedly as part and parcel of what is in fact an assault on Japanese culture by the CIA and Western intelligence agency sociopaths in the ancient cultural capital of Kyoto.

A Question for Edward Snowden

Why haven’t you disclosed any documents related to the intelligence agreements that the government of the United States has with Japan?


This is an actual question for Mr. Snowden, to which he can feel free to respond. 

Mr. Snowden has revealed some document related to US intelligence sharing with other countries, including Israel, Australia, Germany, Britain, etc., as per the following articles about the NSA. (there is nothing about the CIA, the agency for which he initially worked as a contractor).


Naturally, I am most interested in the agreement the U.S. has with Japan, because the most important aspect of the unconstitutional actions of the government of the United States that I have uncovered that the agreement between the government of Japan and the government of the U.S. with respect to Kyoto, at any rate, sees all of the institutions of civil society monopolized by CIA officers and their cohorts from other Western states.

That “international intelligence agreement” is responsible for establishing the conditions under which rogue CIA officers have trespassed against my rights protected under the U.S. Constitution as well as federal statutes. As such, the aforementioned agreement itself is in violation the U.S. Constitution.

It bears pointing out that Snowden has disclosed documents revealing NSA spying on Japan; that is to say, he has revealed paltry tabloid type negative disclosures that serve to do nothing but distract from the actual disposition in which the Executive Branches of the governments of the United States and Japan are collaborating, using intelligence operatives as a covert tool against civil society, to promote their personal and political goals.

Could it be that Mr. Snowden has no such information? Or could he be withholding such information, perhaps as a bargaining chip with the authorities? Even the former Attorney General Eric Holder, who refused to prosecute a single Wall St. criminal for the finance crisis while prosecuting various government whistleblowers, has held out the possibility to Snowden. One can only wonder why…

Who is Geoffrey Moussas? (and Victor Lefebvre, for that matter)

Well, they are suspected intelligence officers, Moussas a CIA officer, and Lefebvre, DSGE, I presume.

I don't have time to flesh this out right now, so I'm just posting a starter, so to speak.

I have met Moussas a couple of times, and haven't written about him because he has been smart enough to stay away from me since I last encountered him in 2012, when he failed to respond to an email after we discussed nursery school issues.

CNN Travel had published a couple of articles featuring Moussas along with Alex Kerr, but only one remains posted, and only the video; however, the page with the article (i.e., text) has been archived, as per the following. Alex Kerr and Moussas have collaborated on a number of Japanese architecture related publications, but most of them have disappeared from the Internet. The Financial Times had also published an article featuring Moussas' work renovating traditional Japanese townhouses in Kyoto before I posted the blog entry about Lengelle. It now seems fairly certain that Moussas has been hired by the finance sector (retired?) executive and suspected DSGE officer Lengelle, whom I've written about to some extent in the preceding post, and the Financial Times is attempting to promote both of them.

Who is Christian Lengelle?

While I confirm the content of the notice sent to Google requesting that the The Enemy Within, Part 1: Neoliberalism post be taken down, I'll repost portions of that with some information removed as a precautionary measure.



This recent article in the Financial Times,

Christian Lengelle, a Frenchman based in Tokyo, is restoring several machiya for rental to tourists. 

Machiya owners who let their property can expect rental income of about Y18,000 ($145) per night in high season, and half that in low season, according to Ken Hayashi, who runs House Network, a buying agency for foreigners.

There is no information regarding a Christian Lengelle in Tokyo other than the above article and the Airbnb page for one of his houses. In light of all the issues involving the French here in Kyoto recently discussed on this blog, the article certainly got my attention.

Naturally, in made me wonder if Christian Lengelle could be another finance sector career man who is also an officer in his nation’s intelligence service, which, in his case, would be the French DGSE intelligence agency, like Vogely. Well, I don't know for certain one way or the other, but seeing the above article certainly piqued my interest in Mr. Lengelle, so here's what I found.

He once held the position of Credit Lyonnais' managing director and head of equity derivatives for North America in New York, but it is unclear as to what kind of work he is doing in Tokyo at present, although the Financial Times is certainly aware of his current occupation, considering the recent article quoted above.

He is mentioned not only in the above-linked mass media articles, but also in the following book by an academic about organizational behavior. Here, it bears repeating that the Western intelligence agencies control a broad swath of the mass media as well as publishers, and they use that control to promote intelligence officers in civil society. In this case, it is not clear why an otherwise obscure Frenchman that has worked in the finance industry is being written about in numerous publications, which also piques my interest.

A coincidental increase of apparently mentally ill people showing up in my immediate vicinity???

Yesterday an apparently mentally ill homeless man who had set up a garbage filled camp by the river near the spot I take the children to play and practice the shakuhachi harassed us. He had a chair set up as well to the south, and had snuck up behind me and approached my kids with a plastic bag in which he said he had insects to show them. When my kids backed away from him and I became aware of his presence, I accosted him verbally, and he told me not to play the shakuhachi there because there was a hotel nearby (the newly opened Ritz-Carlton).

I called the police , naturally, and during the course of them going back and forth, he made a get away, though I believe that they took his name, etc. I didn't take a photo of him, unfortunately, but here is the camp he's set up.





















Today, another apparently mentally ill (or feigning to be so) vagrant that I had first seen at night on my way to the cafe--along a route I frequently take--a couple of weeks ago showed up along the route I walk to pick up the kids from nursery school, having parked his bike in the road and sat on the curb.

I asked him what he was doing, and he was stumped for an answer, eventually replying that he was waiting for someone. I told him not to block the road or sit there, taking his photo and telling him I would show it to the police, which I did, tonight.

The Enemy Within, Part 1: Neoliberalism

There is much more to say about the French and their activities here in Kyoto, so it will have to be done in a piecemeal manner, as time permits. In this post, I’m going to examine Stephane Vogley’s business front here in a little more detail, and a Frenchman connected to the finance sector (Credi Lyonnais) named Christian Lengelle, who is another suspected officer in France’s equivalent of the CIA, the GDSE. 

I have described the efforts of two CIA officers connected to the finance sector who I met while studying at UC Berkeley. Both of those sociopaths tried to convince me to leave Kyoto, and part of the rationale for that is that they were intending to move in themselves, with a horde of other sociopaths from the finance sector that had amassed substantial amounts of ill-gotten gain through the derivatives-related perfidy with respect to which Eric Holder prosecuted not a single culprit. 

Both Vogley and Lengelle, like Peterka and Roughan, are such  Western intelligence agency sociopaths, working directly in the finance industry or in close coordination and facilitated thereby. 

There is probably a fairly large contingency of Western intelligence officers endeavoring to establish themselves by making inroads into Japan by opening up its markets to what I refer to as Empire Finance, which is a weapon wielded primarily by the nation states of the USA, UK, and France, but also Switzerland, Hong Kong and Singapore as well as off-shore tax havens, etc. 

Note that finance per se is only one aspect of the societal espionage being conducted wielding as weapons sleight-of-hand economic policies disguised in technocratic vestments with the blessings of a finance controlled academia. I'm thinking of tax policies such as those adopted by the government of Ireland to entice American tech companies to set up shop there, tax policies that have tentatively been deemed to violate the EU charter.

In its preliminary findings, the EC finds Ireland and Apple guilty of violating laws in the EU charter that prohibit giving state aid to private corporations without a consensus. The EC writes:

In the light of the foregoing considerations, the Commission's preliminary view is that the tax ruling of 1990 (effectively agreed in 1991) and of 2007 in favour of the Apple group constitute State aid according to Article 107(1) TFEU [Treaty on the Functioning of the European Union]. The Commission has doubts about the compatibility of such State aid with the internal market. The Commission has therefore decided to initiate the procedure laid down in Article 108(2) TFEU with respect to the measures in question.

Ireland's tax policies are simply a form of off-shore haven exploitable by corporations instead of wealthy criminals seeking to hide their ill-gotten gain. The Irish tax policy is basically parasitic on American society, targeting its high tech industry. It makes one wonder whether the Irish government thought of that on their own, or were encouraged to pursue such a course by Wall St., intelligence operatives, oligarchs anonymous, etc., with a supra-national agenda. That is to say, a supra-national agenda formulated on a neoliberal (which is related to laissez-faire) ideology that has the effect of weakening the nation state and strengthening trans-national corporations and finance.

Suffice it to say that the operations documented here are more complex and would appear to be planned by Western intelligence agencies working in close conjunction with the finance sector, etc. Lengelle probably works in the finance industry in Tokyo ( a fact which he chooses to conceal), and Vogley does not appear to have been capable of establishing the company TMMS and positioning it in the Japanese market on his own. 

Like all of the intelligence operatives I've met, Vogley could basically be characterized as a somewhat hapless, otherwise nondescript individual that has only achieved his position through intelligence agency network connections. His portrayed rise to entrepreneurship simply doesn't hold up to scrutiny, much like the published writings of MI6 pseudo-intellectuals like John Dougill, CIA pseudo-journalists like Kris Kosaka et al, etc. 

It has to be emphasized that these intelligence officers are paid by their respective governments to network with each other in their collaborative efforts to subvert the socio-economic system of the countries targeted by their governments. Sometimes they have already implanted compromised individuals into positions of political power in the target country, as is the case with Abe Shinzo and the entire LDP in Japan. In such a case as Japan, there is no doubt that the CIA/MI6/DGSE et al. are recruiting agents as proxies, but they may also be directly collaborating with Japanese intelligence officers as well.

Here, it bears noting that the State Secrets Act passed by the Abe administration and encouraged and praised by the Obama administration includes as state secrets the relationship between the Japanese intelligence agencies and foreign intelligence agencies.

The webpage includes a blocked section of text entitled “Our Values”.
That text recites:

This is similar to the other frequently seen misrepresentations of intelligence officers as "progressive", socially conscientious, etc.)

Well, it is unclear what the topic of “families” has to do with the operation of a technology marketing business, but neoliberalism involves a class-related “family values” dimension that serves to mask the category of class.

- Our experience of Asian business and culture allows us to offer Consulting service to the Management of Foreign Companies on business strategy and negotiation in Japan and Asia.

On Vogley’s LinkedIn page,
he discloses that he worked as a: 

  • Technology Marketing Engineer for Alcatel Japan (2/2000 - 12/2002: 2 years 11 months), 
  • Commodity Manager for EPIQ Group in France (1/2003 - 1/2004: 1 year 1 month), 
  • Chief Representative for EPIQ Shanghai (1/2004 - 1/2005: 1 year 1 month), and 
  • General Manager for GPSL (1/2005 - 8/2006: 1 year 8 months), which is described as a sourcing company.

Generally speaking, stints of a year are shorter than what would normally be the case for executive level positions at such companies, so I assume that the company called EPIQ, which is claimed to be headquartered in the USA on LinkedIn https://www.linkedin.com/company/48964?trk=prof-exp-company-name but has no homepage, whereas there appears to be a Beligium company with that name http://www.cliffordchance.com/news/news/2011/08/clifford_chance_advisesimiontheacquisitionofepiqsubsidiariesineu.html, serves as a front company for the CIA/DGSE et al. and helps them infiltrate intelligence officers into the business world.

Aside from that, it seems that Vogley’s company is sort of a patent troll, though it is unclear how he would have researched the patents to buy and where he would have obtained the funding to acquire the patents that seem to be serving as the basis for his company’s tie up with Murata, but that would be easy for an intelligence agency of a developed country. One thing is clear; that is to say, Vogley is not the inventor of any of the technology he markets, as he holds no patents whatsoever or any pending applications, as far as Internet searches of the WIPO database and the like show.

The point is that what Vogley et al. are engaged in is not industrial espionage, but societal espionage. Apparently, he has established a company with the guidance and covert material backing of the government of France through its intelligence agency. He operates that company on the basis of an intellectual property tie up with a Japanese manufacturer, for which he apparently servers as a coordinator for outsourcing related thereto. In other words, he is serving to outsource high tech jobs from Japan to companies controlled by owners connected to the Western intelligence agencies in other countries where the French intelligence agency (in collaboration with the CIA, etc.) have installed a corrupt governments that promote “globalization” as a means to open up their labor markets to global “investors”. Such corrupt governments serve the interest of the landed gentry, so to speak, as opposed to The People.

Meanwhile, pseudo-entrepreneur intelligence officers like Vogley are then provided with social psychologist support networks including intelligence officers like Paul Crouse and Dave Dalsky of the CIA, Derrick Tran of Australia's equivalent of the CIA (the ASIS), and Russel Trott of the MI6 (England) to placate the local people who find themselves with skills but unemployed in the globalized neoliberal world order. 

The placation involves imbuing the disaffected with a self-centered disposition, which is central to the self-help psychologism snake oil being peddled by Crouse and Tran. While society is being structurally dividing and conquered by transnational corporations on the macro level, intelligence officer sociopaths are working to bring about the People that constitute society by atomizing them into discrete units that are disconnected from society and each other. Assessing this situation, Thomas Jefferson might have said that the citizenship is being dis-member-ed, so to speak, one at a time, until there is only an amorphous populace remaining.

     ‘German and French employees have to struggle through lengthy conversations to convince their partners that a night at the pub is as vital for their careers as showing up on time for their meetings’, he says. ‘The French and the Germans like to keep their work and private lives separate’, says a British analyst working at a German bank. ‘They don’t like contacts outside the office very much.’ Americans, on the other hand, like to boast that they are good at organizing dinners with their collegues. ‘I invite the entire team for a dinner at my home to celebrate the closing of a deal’, says Jeff Lubin from New York. ‘This enhances trust and loyalty.’


We can see that Lengelle is 40-49 years of age and ran a 10K affiliated with the 2015 Saipan marathon in 58 minutes.

In fact, as the Financial Times article states, Lengelle lives in Tokyo, and owns at least one house in Kyoto (Nanzanjikitanobocho) that he rents out as a vacation rental, and is reportedly restoring others:

He, in turn, seems to be connected to Naoko Miki, who may be the mysterious translator for the DGSE-front website RealKyoto calling herself "Pamela" of “Miki Associates”, a non-existent company.


Lengelle is a apparently a technically savvy Frenchman (maybe his is being provided guidance by Vogley…), as he has preemptively excluded his photos on his website from being archived, as shown below. Even if he takes it down after reading this post it will be available as a cached page for some time...

Who are Stephane Vogley, Paul Crouse, Derrick Tran and Philip Gurney; moreover, what is their connection to the neoliberal world order the CIA et al. are putsch-ing on Kyoto?

I mentioned Crouse and Tran’s involvement in propagating a form of psychologism in a previous post, and will examine that in some detail in this post, with relevant background vis-a-vis the horizon of neoliberalism being propagated by the Western intelligence agencies. This is a somewhat counterintuitive counterpoint to the pseudo-culture efforts of a France nostaligic for a long lost haute couture...


Stephane Vogely is a suspected officer in the French DGSE, one of two French intelligence officers—along with a CIA officer and an MI6 officer--who had his kids enrolled in the nursery school that I had to sue the city in order to enroll my son.

Vogley is a guy who knew that I had already taken Dalsky et al to task, so he tried to befriend me in a half-hearted manner, and talked about the potential for collaborating on translation work. His daughter was a couple of years ahead of my son, so they shared the same joint classrooms for her last year, and we all met frequently, including at the annual sports day festival and the like.

Vogley used to complain to me about the Japanese tax authorities giving him a hard time because he was outsourcing his work overseas, and he seemed to be trying to elicit sympathy or empathy from me with regard to something he presented as his plight, the struggle of a foreigner trying to run a small technology start up in Japan. Vogley drives a new BMW SUV, and is hardly struggling, aside from running the company, he has a salary from the French government, so I was somewhat slighted by his attempt to manipulate me into siding with him against the Japanese government in support of his sociopathic activities as an officer of the DGSE engaged in societal espionage here in Japan, in Kyoto, nonetheless.

Vogley is serving as a pseudo-startup protagonist in the global wave of neoliberalism being promoted by the United States, first and foremost, followed by the UK, France, Canada, Australia, etc. Like his predecessors in the USA that started adopting the practice of outsourcing and pushing for increased numbers of visas to allow programmers into the USA from India and other developing countries, Vogley is participating in the global assault on high tech workers in developed countries in the same manner that trade agreements such as NAFTA was used to transfer manufacturing jobs from the USA to Mexico, for example.

Personally, I would like to see the Japanese government enact much stricter laws regulating outsourcing practices, aiming to maintain the order and a degree of cohesiveness of Japanese society, rather than see it go the way of American society and become atomized, basically.

Vogely and all of the Western intelligence officers that I have encountered in Japan, particularly in Kyoto, are engaged in an effort to undermine the social fabric of Japanese society from the inside out.

Intelligence officers like Paul Crouse and Derrick Tran, meanwhile, are trying to convince the Japanese that they come into contact with that they need to focus on self-improvement in order to cope with an unstoppable inevitability represented in terms of the neoliberal world order.

Crouse has been in Japan for quite some time, and I first met him about 15 years ago. He has a website:
Note that he attempts to lead people to believe that they way that they should cope with their problems is not socially, in conjunction with other Japanese people, but in isolation. He encourages peoples to “connect inwardly”, and to use their “magic” in order to “Thrive in a rapidly changing world”.

Of course, any Japanese that he can indoctrinate into that thought system then becomes a potential candidate to be recruited by the CIA as an “agent” to further promote the neoliberal pogrom in Japan.

Philip Gurney is simply a Canadian intelligence officer (like Eric Luong) that is Tran's cohort whom I happened upon in researching Tran. He has a fairly sparse online footprint, but there are some photos of him here (seeking ESL students), aside from his statements on the above-linked page for his joint venture with Tran.
Philip believes that cultural differences provide us with opportunities to grow and learn, and that intercultural communication skills can help facilitate that learning and growth... he did not seriously consider his own culture until he moved to Kyoto to study classical martial arts and teach ESL. Life in Japan provided many challenges, but Philip approached them the same way he approached challenges in the dojo: by reflecting on his experiences, seeking knowledge, and adapting.  

The Health/Fitness industry angle

Along with the likes of Crouse and Tran there has been a rapid increase in American sports training facilities in Kyoto, such as Golds Gym, for example. We constantly are receiving junk mail from them, and they are not making a profit, as there are already more than enough gyms around.

Crouse features an interview with a suspected MI6 officer on his website, a relative newcomer to Kyoto named Russell Trott.
Apparently Tibetan Buddhist meditation inspired him to become a physical fitness trainer, as he is the Director of Crossfit Kyoto:

It goes without saying to many people that Kyoto is home to numerous traditional Japanese martial arts schools in addition to long-established yoga classes held at temples, gyms, etc. Nonetheless, even the martial arts taught in Kyoto are a form of culture with a philosophy and mental component accompanying the physical training. In fact, Kyoto has had such a tradition for more than a thousand years.

Culture is the predominant theme in Kyoto, even with respect to “training”. The ethos of physical fitness mania projected by these Facebook pages, Gold’s Gym advertisements, etc., are basically anathema to Japanese culture. I will scan one of the Gold’s Gym flyers at some point, but for now:

Part of the presentation effort seeks to portray even Westerners that come to live in Kyoto as spending all of their time at the gym. This is, in fact, a part of the West attempt to inculcate a mentality disposed toward militarism in Japanese society through undermining the Japanese mindset and Japanese culture. Barack Obama has aimed his legion of CIA sociopaths at Kyoto.

Accordingly, almost all of the people involved with these economically not self-sustaining businesses are part of the neocolonial class of Western intelligence officers colonizing Kyoto, and some of their Japanese recruits as well as cohorts in the Japanese intelligence service.

Obviously, if you are a Westerner here in Kyoto that is affiliated with a college or university, you have access to the facilities at the school. So, take for example, suspected CIA officer Michael Campbell,
a self-described “JPS Research Fellow at Kyoto University” studying philosophy who is on the Friends list of Crouse, Trott et al. and is liking (and perhaps featured in) photos taken by Crouse that are posted on the CrossFit Facebook page, like these:

Since we are naming names, it is probably safe to assume that the two Americans in this photo (Kelly Kaminskaite, Kristopher Littlefield) are CIA officers:
